WILMINGTON COLLEGE CAMPUS SAFETY ELECTRIC MOBILITY DEVICE POLICY

Purpose

To reduce the risk of fire, explosion, smoke, and toxic gas associated with lithium-ion batteries, Wilmington College (“College”) regulates the possession, storage, and charging of electric mobility devices within college buildings or connected to any outlets on the College buildings.

Prohibited Devices

The possession, storage, or charging of the following devices is prohibited inside any College building:

  • Electric bicycles (e-bikes)
  • Electric scooters (e-scooters)
  • Hoverboards and self-balancing scooters
  • Electric skateboards
  • Electric unicycles
  • Similar battery-powered personal transportation or micromobility devices

The prohibition applies to the device and to removable propulsion batteries from these devices. Removing a battery from a device does not make the battery permissible for storage or charging inside a college building.

These devices and batteries may not be stored or charged in student rooms, suites, apartments, lounges, hallways, stairwells, entryways, storage rooms, mechanical rooms, class rooms, closets or any other interior area of a college facility.

Charging

Electric mobility devices and their removable batteries may not be connected to college electrical outlets within or on the outside of any College building.

Extension cords, power strips, relocatable power taps, or other temporary electrical connections may not be used to charge an electric mobility device or its propulsion battery.

Means of Egress

Electric mobility devices may not be parked, stored, or left in any location that obstructs or reduces access to an exit, exit door, corridor, stairway, fire protection equipment, handicap door button, card access reader or other required means of egress.


 

Disability and Medical Mobility Devices

This policy does not prohibit wheelchairs, mobility scooters, or other mobility devices required by an individual with a disability.

The College may establish appropriate charging and storage arrangements for such devices in consultation with Accessibility Services, Campus Safety, Facilities, or other appropriate College departments.

College-Owned and Approved Devices

Electric mobility devices used for authorized College operations, research, academic programs, or other institutional purposes may be exempted when their storage and charging locations and procedures have been specifically approved by the College.

Enforcement

Devices or batteries found in violation of this policy must be removed immediately from the College building. When an immediate fire or life-safety hazard exists, College officials may relocate or secure the device or battery in accordance with college emergency procedures.

Repeated or intentional violations may be addressed through the applicable student conduct or residential life process.

Responsibility

Owners are responsible for complying with manufacturer instructions and all applicable safety requirements when using, transporting, storing, or charging electric mobility devices on college property.

The College reserves the right to restrict or prohibit any battery-powered device that presents a fire, electrical, or life-safety hazard.
